second phase of the project which is for the completion of the demolition
of the Elizabeth Garrett Anderson and Obstetric Hospital, and the
completion of the design and the construction of a Cancer Centre on the
site.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: University College London Hospitals NHS
Foundation Trust invites offers for the decontamination of the Elizabeth
Garrett Anderson and Obstetric Hospital at Huntley Street, London, WC1E
6DH and the demolition of the Hospital's upper and ground floors. A
separate Contract Notice will be issued for the second phase of the
project which is for the completion of the demolition of the Elizabeth
Garrett Anderson and Obstetric Hospital, and the completion of the design
and the construction of a Cancer Centre on the site.
Estimated value excluding VAT: 1 200 000,00 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
12.1.2009. Completion: 30.7.2009.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT

VI.3) ADDITIONAL INFORMATION: The awarding authority reserves the right
not to award the contract or to award part only of the contract. The PQQ
Documentation is required to be returned in parallel with a response to
this advert and is located on/at www.uclh.nhs.uk/News/Tender.htm. A
response to this Notice does not preclude a response to any other notice
placed by the awarding authority and will not be regarded as a response to
any such notice.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: If an appeal regarding the award of a contract has not
been successfully resolved, the Public Contract Regulations 2006 provides
for aggrieved parties who have been harmed or are at risk of harm
resulting from a breach of the rules to take action in the High Court
(England, Wales and Northern Ireland). Any such action must be brought
promptly (generally within maximum three months of the breach of the rules
occurring). Where a contract has not been entered into, the High Court may
order a set aside of the award decision; or, may order the authority to
amend any document to prevent harm to the aggrieved party; or may award
damages. If the contract has been entered into, the Court may only award
damages. The contracting authority will incorporate a minimum of 10
calendar days standstill period at the point information on the award of
contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum 3 working days before the
expiry of the standstill period. Such additional debriefing should be
requested from the address in section VI.4.3.
