SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Design and execution.
Main site or location of works: Brighton & Hove and to be extended to
other housing providers in South East England.
II.1.3) The notice involves: The establishment of a framework agreement.

II.1.5) Short description of the contract or purchase(s): The Contracting
Authority has identified the need for a major programme of overhaul and
refurbishment to be undertaken to the approximately 12 287 dwellings (of
which 63 % are flats), a number of car parking spaces, garage sites,
commercial properties and the freehold of approximately 2,230 leasehold
properties in Brighton and Hove.
Brighton & Hove City Council is therefore seeking expressions of interest
from innovative and suitably resourced, qualified and experienced
contractors to carry out its improvement programme planned capital works
of various internal and external works, including the replacement of
kitchens and bathrooms, doors, windows, electrical re-wiring, window
maintenance, cyclical redecorations and other improvement works and
responsive repairs and maintenance.
Brighton & Hove City Council is also seeking expressions of interest from
contractors to undertake project works such as unplanned capital works and
new build, depending on the business needs of Brighton & Hove City
Council.
Brighton & Hove City Council is also seeking expressions of interest for
its gas servicing, installation and maintenance programme, should the
works become necessary.
It is envisaged that the above works will be split into four lots as
further described in Annex B. Brighton & Hove City Council intends to
appoint one contractor for Lot 1, one contractor for Lot 2, up to three
contractors for Lot 3 and up to three contractors for Lot 4.
It is envisaged that successful contractors in Lot 3 will be required to
enter into bespoke framework agreements. Call-offs will be made throughout
the life of the framework agreements, including the final year and may
last beyond the life of the framework agreements. It is envisaged that
each call-off will be let under the ACA Standard Form of Partnering
Agreement (PPC2000). It is envisaged that successful contractors in Lots
1, 2 and 4 will be required to enter into the ACA Standard Form of
Contract for Term Partnering (TPC2005).

II.2.1) Total quantity or scope: Lot 1 will compromise approximately GBP
90 000 000 to GBP 125 000 000 for Planned Capital Works and Responsive
Repairs -1 Lot 2 will compromise approximately GBP 90 000 000 to GBP 125
000 000 for Planned Capital Works and Responsive Repairs -2 Lot 3 will
compromise approximately GBP 500 000 for Unplanned Capital Works (although
new build works up to a value of GBP 10 000 000 may be carried out in
addition to this) Lot 4 will compromise approximately GBP 40 000 000 for
Gas Servicing.

Description of these options: The contracts for Lots 1 and 2 will be for a
term of ten (10) years, with the Contracting Authority retaining the right
to exercise a break clause after three (3) years, six (6) years and nine
(9) years of the term.

capable of being used by all group members and all social landlords with

The Contracting Authority reserved the right to cancel the procurement and
not to proceed with the process at any time. The Contracting Authority
also reserves the right not to award a Framework Agreement or contract for
part or parts of the works only.
Applicants should note that the appointment to the Framework Agreement is
not a guarantee of work.
Further, applicants should note that during the life of the Framework
Agreements and contracts some of the Contracting Authority's stock may be
transferred to a local delivery vehicle, which will therefore also have
the benefit of the Framework Agreements and contracts. Further details
