The Provision of Environmental Monitoring and Sampling Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The nuclear
establishment at Dounreay, Caithness, Scotland is a major decommissioning
project being undertaken for the Nuclear Decommissioning Authority
Dounreay Site Restoration Limited. There is a continuing requirement to
review and monitor the radiological environmental impact of the
decommissioning activities. The requirement to monitor and review is
implemented via a monitoring and sampling programme at designated
locations of the marine and terrestrial environments, generally as defined
in the Certificates of Authorisation for the disposal of radioactive
wastes granted to the Authorisation Holder at Dounreay. The monitoring and
sampling sites are generally within 14 Km of the site, including samples
taken from the sea north of the site. The programme is, but not limited
to: the collection of environmental samples including grass, root-mat and
soil, sheep faeces, rainwater, high volume air samples and milk from the
terrestrial environment and the collection of crustacea, molluscs, fish
and seaweed samples from the marine environment. The prompt delivery of
these labelled and traceable samples to Dounreay analytical facilities.
The contractor shall carry out terrestrial gamma dose rate measurements
and beta and gamma dose rate measurements at a number of coastal
locations. The measurement of beta and gamma activity on fishing nets, net
stores etc. All personnel undertaking monitoring and surveys are required
to be suitably qualified and experienced. Sampling requires to be carried
out at remote sites.

to comply with DSRL security measures and procedures when working on the
DSRL site.

Cost of Tendering - DSRL reserves the right not to award a contract. The
costs of tendering shall be the responsibility of tenderers.

provisions of Scottish Law.
Annul - DSRL reserve the right to annul the tendering process and not
award a contract.

lodging appeals: DSRL will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from DSRL before a contract is entered into.
Applicants have 2 working days from the notification of the award decision
to request additional debriefing and that information has to be provided a
minimum of 3 working days before the expiry of the standstill period. Such
additional information should be sought from the contact named in this
notice.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 no 5, which apply to
England, Wales and Northern Ireland, and the Public Contracts (Scotland)
Regulations 2006 no 1, which apply to Scotland, provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the sheriff court, the Court of Session,
(Scotland) or in England and Wales and Northern Ireland, the High Court.
Any such action must be brought promptly (generally within 3 months).
Where a contract has not been entered into the Court may order the setting
aside of the award decision or order the authority to amend any document
and may award damages. If the contract has been entered into the Court may
only award damages.
