is seeking a contractor/s to provide a service for responsive maintenance
and void works for approximately 3 000 properties spread across areas
including Edinburgh, Rosyth, Dundee, Glasgow and Dumfries. Expected works
will include Security & Emergency call outs - Glazing, drainage clearance,
cleaning of properties, electrical inspection and repairs, flooring,
fencing, scaffolding, general builders work, heating - electrical, oil &
solid fuel, TV Aerials, Pest Infestation, external works, painting &
decorating, plumbing, joinery, damp proofing and plastering & void works
including gas testing.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Home Scotland provide over 3,00
affordable homes for families and individuals in Dundee, Glasgow,
Dumfries, Edinburgh and Rosyth. Our properties include a mix of houses for
rent and shared ownership, ranging from one-bedroom flats to larger houses
for families.
Home Scotland is seeking a contractor/s to provide a service for
responsive maintenance and void works for their properties spread across
areas including Edinburgh, Rosyth, Dundee, Glasgow and Dumfries. Expected
works will include Security & Emergency call outs - Glazing, drainage
clearance, cleaning of properties, electrical inspection and repairs,
flooring, fencing, scaffolding, general builders work, heating -
electrical, oil & solid fuel, TV Aerials, Pest Infestation, external
works, painting & decorating, plumbing, joinery, damp proofing and
plastering, void works including gas testing.
Contractors are sought who have experience of providing all or a vast
majority of the services required. Applicants are invited to apply for all
or some of the lots required. The contract will be let in a framework
basis with the estimated total contract value over a 4 year period
expected to be in the region of 3 000 000 BP - 4 000 000 GBP on responsive
maintenance and void works.
Indicative expenditure forecasts for each lot are provided in Annex B of
this Contract Notice. It is the intention of Home Scotland to divide the
available lots into work packages defined by geographical area. The
geographical areas will be Dumfries, Dundee, Edinburgh & Rosyth and
Glasgow. The envisaged total annual budget is approximately 780 000 GBP.
It is envisaged that the first work packages will commence during April
2009.
Estimated value excluding VAT:
Range: between 3 000 000 and 4 000 000 GBP.

seeking a contractor(s) who can provide all or a vast majority of the

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Home Scotland will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from Home Scotland before the contract is entered
into. Applicants have 2 working days from the notification of the award
decision to request additional debriefing and that information has to be
provided a minimum of 3 working days before the expiry date of the
standstill period. Such information should be requested from the address
in part 1.1. If an appeal regarding the award of a contract has not been
satisfactorily resolved then the Public Contracts Regulations 2006 (SI2006
No 5) provide aggrieved parties who have been harmed or are at risk of
harm by a breach of rules to take action in the High Court (Scotland). Any
such action must be brought promptly (generally within 3 months). Where a
contract has not been entered into, the Court may order the setting aside
of the award decision or order the authority to amend any document, and
may award damages. If the contract has been entered into then the Court
may only award damages.
