II.1.5) Short description of the contract or purchase(s): Broxbourne
Housing Association (BHA) is the largest provider of social housing in the
Borough of Broxbourne having accepted transfer of approximately 4 500
units of housing stock from the local authority in January 2006. BHA is
seeking to improve the works and services it provides to its residents and
is therefore seeking to appoint up to 14 suitably experienced and
qualified partner contractors to deliver its planned maintenance and
regeneration programmes. Works and services to be included under the
framework agreement will include: Planned maintenance to carry out general
builders work including, but not limited to doors, kitchens, bathrooms and
associated services; specialist electrical works; specialist gas and
heating works and lifts upgrades. The general builders work lot may
include two estate regeneration / re modelling contracts. In order to
promote a partnering relationship, BHA intend to procure the works and
services pursuant to as framework agreement and NEC call-off contract.
Contractors should note that call-off contracts may last beyond the life
of the framework agreement.

24 month period subject to an optional 24 month extension such option to
be exercised at the sole discretion of BHA.

bricklaying, rendering, pebble-dashing, fencing, plastering, floor and
wall tiling, carpentry, joinery and all other types of general building
work; b) May also include extensions to properties; c) May also include
‘aids and adaptations’ works, i.e. Level Access Showers, Over Bath
Showers, Ramps, Kitchen and Bathroom modifications; d) May also include
painting, decorating and pre paint; e) Void property work; f) Estate re
furbishment and re modelling.

accordance with IEE Wiring Regulations 17th Edition; b) Electrical testing
of switchgear (415Volt, 3 phase,4 Pole); c) Electrical Testing of domestic
and residential dwellings to NICEIC Standards and current regulations;
d)Compliance with Building Regulations Electrical Safety - Dwellings part
P; e) May also include day to day electrical repairs and electrical fault
diagnosis and associated repairs; f) May also include void property work.

installing new in full compliance with CORGI regulations and Building
Regulations(Conservation of Fuel and Power) - part L; b) Design and
installation of domestic heating installations, communal installations and
central boiler houses to include all necessary safety devices and
controls; c) The ability to powerflush and upgrade heating systems; d)
Install maintain and test Gas Installations (Carcases, Boilers &
Appliances); e) May also include gas servicing and safety checks of
tenants / residents gas appliances; f) May also include void property
work.

removal of existing, design, supply and fit of replacement lift,
re-commission and test; b) May also include lift maintenance.

neighbouring Boroughs.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Broxbourne Housing Association will incorporate a minimum
10 calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
required from the person named in part I.1. If an appeal regarding the
award of a contract has not been successfully resolved the Public
Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties
who have been harmed or are at risk of harm by a breach of the rules to
take action in the High Court (England, Wales and Northern Ireland). Any
such action must be brought promptly (generally within 3 months). Where a
contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into the Court may only
award damages.
