(Newcastle City Council), on behalf of Your Homes Newcastle, are
establishing a Framework of Residential Developers who will work in
partnership with the Council and Your Homes Newcastle (YHN), an Arms
Length Management Organisation (ALMO) responbsible for the management of
the Council's housing stock, and/or any of its subsidiaries, to design and
build (and possibly supply materials for) sustainable housing regeneration
to create areas of good quality social and/or private housing to improve
social, economic and environmental well being. Other organisations, both
local and national including, but not limited to, other ALMOs and/or any
of their subsidiaries, may wish to engage these services through this
contract.

II.2.1) Total quantity or scope: The Framework Agreement will include two
lots. One lot will be for supported housing including purpose designed
supported housing and designated supported housing. One lot will be for
general needs housing. Developments taken forward under both lots may
include the provision of mixed housing development consisting of both
private and social elements. Your Homes Newcastle is a member of North
East Procurement. Where it is economically advantageous to Your Homes
Newcastle the supply of materials will be through the North East
Procurement supply chain that is already in place.

Range: between 14 000 000 and 100 000 000 GBP.

VI.3) ADDITIONAL INFORMATION: 1. Other organisations, both loccal and
national including, but not limited to, other ALMOs and/or their
subsidiaries, may wish to engage these services through this contract. 2.
Under this procurement, the contractor is required to participate actively
in the economic and social regeration of the locality of, and surroundings
of, the place of delivery for the procurement. Contract performance
conditions may therefore relate in particular to social and environmental
considerations. 3. The Contractin Authority reserves the right in line
with Regulation 14(1)(d)(ii) of the Public Contract Regulations 2006
(Article 31(4)(b) of Directive 2004/18/EC) to award further contracts to
the successful provider where these are a repetition of the services to be
provided under this contract.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Contracting Authority will incorporate a minimum 10
calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing for the Contracting Authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expiry of the standstill period. Such additional information should be
required from the address in part I.1. If an appeal regarding the award of
the contract has not been successfuly resolved the Public Contract
Regulations 2006 (SI 2006 No. 5) provide for aggrieved parties who have
been harmed or are at risk of being harmed by a breach of the rules to
take action in the High Court (England, Wales and Northern Ireland). Any
such action must be brought promptly (generally within 3 months). Where a
contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any documents and
may award damages. If the contract has been entered into the Court may
only award damages. The purpose of the standstill period referred to above
is to allow parties to apply to the courts to set aside the award decision
before the contract is entered into.
