1. PROJECT BACKGROUND

Recognized by the 2003 Constitution, French is one of the four official languages of Rwanda. It was the main language of instruction until 2008, when English was adopted as the medium of instruction. In 2016, French was reintroduced as a foreign language in the school curriculum. However, the teaching methodologies and assessment frameworks have not yet been fully adapted to this new status.

In response to the October 2018 Council of Ministers' decision to promote the use of French across all sectors, a National Plan for the Teaching and Learning of French in Rwanda (PNFR) was formulated. The PNFR addresses the identified gaps for teaching French as a Foreign Language (FFL) at all levels of education: from primary to higher education in general and technical institutions. The main objective of the Plan is to equip young Rwandans with communicative skills in French, allowing them to interact efficiently in French in a professional and academic environment.

To reach this goal, the studies conducted identified as a priority the adaptation of the methodology for teaching FFL: innovative content and techniques, contextually relevant, and geared towards real-world application. The PNFR will address this priority through (1) pre-service and in-service teachers training in French language and methodology, (2) facilitated access and development of adequate material and resources for teaching and learning FFL, (3) the development of the use of French in link with professional skills to enhance employability.

The Ministry of Education (MINEDUC) officially endorsed the plan on April 1st, 2022, (The Grant Finance Agreement was signed on the 18th of February 2022) and it is set to conclude in June 2026. MINEDUC is responsible for overseeing and supervising the implementation of the project.

2. ASSIGNMENT SCOPE
After temporarily removing French from the education system, Rwanda reintroduced it in 2016 as a mandatory foreign language. However, the lack of adequate pedagogical adjustments resulted in low student proficiency. To address this, the government launched the National Plan for the Teaching of French (PNFR).

Starting in September 2025, an experimental phase will be conducted in sixty secondary schools (two per district), acting as laboratories for pedagogical innovation. The initiative will evaluate four key levers:
a) Strengthening human resources for French as a Foreign Language (FFL) teaching.
b) Providing innovative teaching resources.
c) Organizing engaging extracurricular activities.
d) Establishing strong governance with effective monitoring and evaluation.

The aim is to identify best practices for nationwide scaling, using a data-driven approach to create inclusive, engaging, and high-quality French education. Teacher Training Centers (TTCs) and Volontaires de la Francophonie (VOIF) will be integrated to ensure sustainability beyond the pilot phase.





The experimentation covers three thematic lots, each involving ten schools:
 Lot 1: Arts & Literature → Theatre and literature clubs to enhance oral skills, creativity, and self-confidence, culminating in an anthology and a final festival.
 Lot 2: Multimedia & Journalism → Journalism and media clubs to build oral, written, and critical thinking skills, with the production of articles, podcasts, and videos, highlighted in a final event.
 Lot 3: Sports & Recreation → Sports and recreational clubs promoting French use, physical health, teamwork, and inclusion, ending with a sports tournament.
For each lot, service providers will deliver:
• Intensive training for teachers and facilitators
• Continuous mentoring, problem-solving, and activity adaptation.
• Regular progress reports and a final event highlighting student achievement.
• The program’s goal is to create a conducive learning environment for French, sustainably improve teaching quality, and enhance students’ academic, social, and economic opportunities.

To ensure the successful implementation of this consultancy, the selected firm shall mobilize a multidisciplinary team with proven academic qualifications, relevant field experience. The team should demonstrate a solid history in capacity building, and quality assurance, preferably within comparable contexts.

NB: This contract is divided into three separate lots. Bidders may submit offers for one or more lots. Selection will be based on the bidder’s relevant experience with respect to the lot(s) for which they express interest.

3. BRIEF DESCRIPTION OF TERMS OF REFERENCE
The implementation process for each lot (Theatre & Literature, Multimedia & Journalism, Sports & Recreation) will follow a common structure, adapted to the specific objectives and activities of each theme.

1. Training of pedagogical teams
Service providers will deliver intensive weekend training sessions for teachers, school coordinators, and Francophonie volunteers, equipping them with pedagogical, technical, and organizational skills to lead engaging and inclusive extracurricular clubs. Training will cover active learning methods, gender-sensitive facilitation, club management, use of materials provided, and monitoring & evaluation.

2. Implementation and follow-up
Clubs will meet weekly on Wednesday afternoons for around 10 sessions per term. Professional facilitators will conduct regular school visits to mentor teams, troubleshoot issues, adapt activities to local contexts, and ensure quality. Clubs will document activities, collect student feedback, and prepare for the end-of-year restitution event.

3. Restitution event
A high-profile event will display student achievements through theatre performances, multimedia presentations, and sports competitions. Service providers will jointly manage logistics, coordination with schools and MINEDUC, media coverage, and event documentation.

4. Documentation and scaling-up recommendations
Service providers will strengthen partnerships with schools, TTCs, VOIF, and education authorities to ensure sustainability. Deliverables will include quarterly reports, creative work compilations, and a final report with lessons learned and concrete recommendations for national expansion. Sustainable partnerships and gender-sensitive practices will be embedded throughout the program.

4. SPECIFIC REQUIREMENTS FOR EACH LOT
Lot 1: Arts and literature
A vital component of the program involves engaging professional authors, ideally with expertise in youth theatre, who will collaborate closely with students, teachers, and facilitators to develop original plays tailored to the students’ interests and needs. This creative process includes an initial immersion phase and collaborative workshops, culminating in a collection of plays. This anthology will be compiled and submitted to the Government of Rwanda to serve as a national reference for scaling theatre activities in schools.

Beyond the writing process, the service provider will supervise the entire theatrical production within the clubs, encouraging teamwork, gender balance, language skills, and confidence through rehearsals and performances. The program will conclude with a final event where all participating schools will highlight their plays publicly, celebrating youth creativity and Francophone culture.

Lot 2: Multimedia and journalism
A key feature of the program is the involvement of professional journalists, including correspondents from Francophone and Rwandan media, who will work closely with students, teachers, and facilitators. These experts will provide tailored training and mentorship, enabling students to develop journalistic skills and produce high-quality, socially engaged media content that reflects their interests and perspectives, including critical reflections on gender equality and related social issues.

The service provider will oversee the entire content creation and publication process within the clubs, fostering teamwork, editorial skills, and confidence through real-world assignments and collaborative projects. The program will culminate in the publication and presentation of selected student media productions, highlighting their engagement with relevant social, cultural, and gender-related themes.

Lot 3: Sport and Recreational activities
A key objective of the program is to create inclusive environments that encourage participation regardless of gender, skill level, or background, promoting equity and mutual respect among students. The service provider will ensure that activities are designed and facilitated with attention to gender sensitivity and inclusiveness.

The service provider will engage qualified facilitators who will work closely with students, teachers, and volunteers to design, lead, and support sports and recreational sessions. These professionals will also deliver training sessions to equip teachers and volunteers with the skills to manage and animate the clubs effectively.

5. TENDER REQUIREMENT & REGISTRATION

The MINEDUC is hiring a consulting firm with the experience of assessing, reviewing, and developing similar projects and activities in higher education. The firm shall demonstrate experience (at least 5 years) and show competence in assessing, reviewing, developing, and following up on past projects. The transfer of knowledge through the training workshops (and the building of innovative programs and modules) will be important for the sustainability of the project and the creation of new professional opportunities.

The shortlisting criteria/required documents are:
1. A description and supporting documents demonstrating the firm's experience with similar assignments of comparable complexity and scope over the past 10 years.
2. Certificate of company registration issued by Country of registration with business-related activities.
3. Submission of EOI Letter.
4. AFD’s statement of integrity signed.

 The Request for Proposals (RFP) will be issued to the shortlisted consulting firms whose EOIs are most qualified for the assignment. The shortlist of selected firms will be between 4 and 6.
 All EOI can be written in English or French and must be submitted on the deadline set by the e-procurement system. EOI will be opened on the same day in the e-procurement system.
 The REOI is published on both e-procurement systems: AFD’s dgMarket and Rwanda Government’s UMUCYO. Bidders are required to submit their bid only on UMUCYO.
 Bidders are required to register with Rwanda’s e-procurement system (UMUCYO) on the following website Rwanda On-Line E-Procurement System (umucyo.gov.rw).
 For this specific REOI, the bidders can contact RPPA (Rwanda Public Procurement Authority) on the following e-mail address e-procurement@rppa.gov.rw for registration and submission of their EOI.
 The candidates who are blacklisted are not eligible (each candidate will undergo a check of UN, EU, France and World Bank financial sections lists).
